This page is a narrow comparison between the state-planning frame in MoEWRI IPSDP Executive Summary and the wiki's higher-level strategic claims. It only records points that the executive summary states clearly enough to compare without guesswork.

What the IPSDP sharpens

  • Against Twenty-Year Strategy, the IPSDP adds a dated official ladder: export crossover in 2025, self-sufficiency in 2033, the 28 GW government target in 2035, and clean-export contribution in 2040.
  • Against Master Thesis, the IPSDP gives the most current state-authored sequencing logic for generation, backbone transmission, interconnection, and financing in one place.
  • Against Domestic-Led Hydro Strategy, the ladder is notable because self-sufficiency comes before the later regional clean-export role. That sequencing matters.

Where the IPSDP stays more optimistic than the wiki

  • The IPSDP is a planning document. It assumes institutional reform, finance mobilization, transmission buildout, and project execution can be made to align on schedule.
  • The wiki's more skeptical pages such as Buildability, Stranded Generation, and Seasonal Arbitrage Trap focus on the reasons those alignments often fail in practice.
  • So the executive summary should be read as an official target stack, not as proof that the target stack is already deliverable.

What the IPSDP does not overturn

  • It does not overturn Master Thesis. The IPSDP still acknowledges transmission, finance, governance, and environmental constraints; it simply organizes them inside a more optimistic execution pathway.
  • It does not invalidate Domestic-Led Hydro Strategy. The document is still export-aware and cross-border in orientation, but its own milestone ordering does not put regional clean-export contribution ahead of domestic self-sufficiency.
  • It does not resolve the wiki's skepticism about timing-value destruction in Seasonal Arbitrage Trap. The trade section expands market channels, but it does not claim that Nepal has already escaped the seasonal structure of cheap monsoon sales and costly dry-season imports.

Practical use

Use the IPSDP when you need the strongest current official statement of target timing and system architecture. Use the broader wiki when you need the stress test on whether those targets survive geology, seasonal hydrology, grid delivery, and political execution.
